State of the Takiwā (SoT) was developed by Te Rūnanga o Ngāi Tahu so Ngāi Tahu whānui could actively participate in the assessment and documentation of the cultural health of Ngāi Tahu natural resources and the environment. It was designed to be used largely as an information gathering and reporting tool that will help tangata whenua to stay informed about, and manage, their environment and taonga. Ngāi Tahu 2025 defines SoT as:

“…an environmental monitoring and reporting approach that integrates Mātauranga Māori and Western Science to gather information about the environment and to establish a baseline for the creation of policy and improvement of environmental health. A programme developed as an alternative to conventional state of the environment reporting used by the Ministry for the Environment that takes into account Tāngata Whenua values.”

SoT provides a wealth of knowledge – and ways of applying Māori knowledge – that could be utilised by a number of individuals and groups to monitor environmental health. Tools within SoT such as the Takiwā Database provide practical information on how to approach, report and build environmental knowledge. One of the real advantages of SoT is that it was designed by tāngata whenua for tāngata whenua.

Key idea: State of the Takiwā recognizes Ki Uta Ki Tai – the ‘Mountains to the Sea’ approach to natural resource management.
